Privacy Notice

eGov PH Super App is a platform developed by SuperAppTeam that is designed to address and enrich the day-to-day needs and wants of our customers. The eGov PH Super App features online government services which may be availed of by the general public - one of which is “Start-Up”.

"Start-Up" facilitates connectivity between startup companies/business and government agencies. This is an avenue for potential business partnerships. Users can showcase their startups by simply applying through this platform - which only needs their basic business information and a presentation. Overall, Start-Up offers the users an efficient and effective means of promoting their businesses to government agencies, ultimately expanding their professional network.

At DICT, we recognize the importance of data privacy and are committed to protecting the user’s personal data. In line with this, we ensure that we comply with the Data Privacy Act of 2012 (RA 10173), along with its Implementing Rules and Regulations as well as any other relevant data privacy-related laws and issuances by the National Privacy Commission (NPC). Furthermore, we only collect and process information that is necessary to fulfill the purpose of our platform. This Privacy Notice explains what information we collect, process, and share. It also informs the user why we do so, and their data privacy rights with regard to their information.

We may update this Privacy Policy to reflect needed changes in our policy to comply with the law. In such cases, we encourage the user to check for updates on our Privacy Policy, if notified. This is available on our website or app for your information and reference.

WHAT DATA DO WE COLLECT

The information we collect from the user may either be Personal Information (PI) and/or Sensitive Personal Information (SPI), as defined in the Data Privacy Act of 2012:

Personal Information (PI) is any information from which the identity of an individual can be reasonably and directly ascertained, or when put together with other information would directly and certainly identify an individual, such as: name, date and place of birth, specimen signature or biometrics (fingerprint, face recognition, palm print, etc.), photo, present and permanent address, source of fund or income, name of employer or the nature or self-employment or business, contact details such as personal telephone number, personal mobile number and personal email address, mother’s maiden name, cookie information, user credentials (i.e. username and password, PIN/MPIN, etc.), contacts list, geolocation, and information about the device the user uses to interact with us.

Sensitive Personal Information (SPI) is any information that falls under the category of personal information with higher security impact as described in applicable privacy law. This information includes but is not limited to: marital status, age, government-issued numbers peculiar to an individual (ex. SSS, GSIS, UMID, etc.), information on IDs issued by private companies that are duly registered with the Securities and Exchange Commission, and student IDs for those who are not yet of voting age (below 18 years old).

The information we collect from our subscribers upon registration to the platform are as follows:

  • Mobile Number

    In order to register an account, users will only have to provide their mobile number. However, in order to access the full online services of the application, users must update their profile and provide additional information.

By verifying their account, users can have full access to the application

For the application in the Start-Up service, the following information are collected:

  • Startup name
  • Startup address
  • Short description of the startup
  • Nature of the startup
  • Startup presentation

HOW IS THE USER’S PERSONAL DATA COLLECTED

We collect the user’s Personal Data when they:

  • register in the App;

  • apply their startup company/business in Start-Up feature of the App

  • provide us with supporting documents to validate their identity;

  • disclose their information through phone calls, emails, SMS, or verbal communication with our authorized representatives; and

  • visit and contact us through our official contact and/or address.

No information from users will be collected until they have given their express consent. During the initial registration process, clicking the checkbox will signify that the user has read and agrees to the General Terms and Privacy Conditions.

HOW WE USE THE USER’S PERSONAL DATA

We will only use the user’s Personal Data when needed for the various online services of eGov PH Super App. The SuperAppTeam will keep all the information it obtains confidential and exclusively used for legal purposes, as specified in the Data Privacy Act and other relevant laws. We may not process or use the user’s information without their express consent.

Data will be used for the purpose of registering an account within the application and updating their profile accordingly for the KYC procedure. Doing this grants them full access to the various online services of eGov PH Super App.

When required by our Privacy Policy and the law, and before we use or process the user’s Personal Data for any other purpose, we will ask for their consent.

WHO WE SHARE THE USER’S DATA WITH

The personal data the user provides will only be shared with the agencies within the App, provided they are partnered with the App owner and they offer their services in the App. No information will be shared or disclosed to any other third parties or advertisers. We may share the user’s personal data with law enforcement to respond to the legal process and government inquest. All information shall be kept by SuperAppTeam and held with the utmost confidentiality.

HOW LONG WILL THE USER’S INFORMATION BE KEPT

Transactional data will be kept for 5 years, per Bangko Sentral ng Pilipinas (“BSP”) regulations.

Once the data has reached the 5 year limit, it will be properly deleted accordingly by the administrator. Such data will then be destroyed in an irretrievable and unusable form in adherence with our physical and/or technical information security measures when retention is no longer required with respect to existing laws, rules or regulations.

Meanwhile, user account information will be retained until six (6) months of inactivity. Once an account has been inactive for more than 6 months, the user will receive a notice that after 30 days, all of their information will be moved into the archives unless they wish to continue the usage of our system.

The user’s archived account data will be kept for a period of 1 year and if there will be no request from the data owner to restore them or reactivate the account, then their data will be completely deleted.

We place great importance on the security of the Personal Data that we hold, including the use of physical, technological, and organizational measures to ensure the user’s information is protected from unauthorized access and against unlawful processing, accidental loss, alteration, disclosure, destruction and damage. Security measures directed to ensure the confidentiality, integrity, and availability of Personal Data being collected and processed include but are not limited to: backup solutions, access control and secure log files, encryption and data disposal and destruction policy. Once the retention period is over or if the data is no longer needed, we will automatically delete the user’s relevant personal information.

THE USER’S RIGHTS AS A DATA SUBJECT

As a subscriber of eGov PH Super App, the users are entitled to the following data privacy rights:

  • To be informed whether their Personal Information shall be, are being, or have been processed;

  • To reasonable access any Personal Information collected and processed in duration of usage of application;

  • To object or withhold consent with regards to the collection and processing of their Personal Data;

  • To suspend, withdraw, or order the blocking, removal, or destruction of Personal Data from the relevant company’s filing system;

  • To dispute the inaccuracy or error in Personal Data, and the relevant company shall correct it immediately and accordingly, upon the request unless the request is vexatious or otherwise unreasonable;

  • To obtain a copy of the data in an electronic or structured format that is commonly used and allows for further use by the Data Subject; and

  • To be indemnified for any damages sustained pursuant to the provisions of the Data Privacy Act or Other Privacy Laws.
